Quality Migrant Admission Scheme (“QMAS”)

The Hong Kong SAR started to accept application under QMAS in 2008. It is an annual quota scheme which aims to attract foreigners to explore employment or business opportunities in Hong Kong. An offer of local employment is not required before migrating to Hong Kong. Except for some nations, such as Cambodia and Cuba, if a foreign applicant meets such basic criteria as having good character and education background, sound financial standing, proficiency in Chinese or English, has passed the Achievement-based Points Test (APT) or scored at least 80 points under the General Points Test (GPT), he is eligible for QMAS application. Successful applicants will receive an initial 2-year visa and extendable for three years and another three years upon satisfaction of existing conditions.
